Management & Operations
The Foundation is governed by a Board of Trustees and elected officers; President, Vice President, Secretary and Treasurer.
  • Trustees serve without pay
  • Trustees are residents of Summit and nearby communities who have an interest in affordable housing. Each Trustee has a particular competency needed by the Board.
  • The Foundation has a paid property manager that oversees the day to day operations and maintenance of the Foundation's property and is the liaison with the tenants.
Policies - Tenancy

The Foundation:

  • Reviews all applications that meet the Foundation's requirements for housing. The maximum or minimum acceptable annual income level is not a fixed number but is determined on the basis of all information provided by the applicant.
  • Uses a standard residential lease, renewed annually and updated periodically. The lease contains rules the tenant must comply with.
  • Requires every adult who has income or wages to sign the lease and be responsible for payment of the rent.
  • Provides a stove; tenant is to provide refrigerator, washer and dryer.
  • Requires tenants to pay for their own utilities.
  • Does not require any tenant to vacate except for non-payment of rent, violation of conditions of the lease, or violation of City Statutes and Ordinances.
  • Does not permit pets.
  • Complies with City Statutes and Ordinances with respect to the number of people who may occupy a duplex unit.
  • Requires tenants to move from three bedroom to two bedroom duplex units if their needs for housing become less.
  • Provides help with payment of closing costs if family moves and purchases a home, thus making Foundation property available to other families.
  • No Snoking or Vaping in the Apartment.
  • Landlord can have access to the apartment on reasonable Notice to the tenant.
  • Tenant is required to have a policy of renter's insurance to insure the tenant's personal property.
Rents & Security Deposit
2023 Year Standard Rents are:
  • 3 Bedroom:  $1,446.00 per month 
  • 2 Bedroom:  $1,156.00  per month

The Security Deposit is one and a half month’s rent
  • Refundable upon departure if not required to repair damage to the unit

Rent Abatement
  • A Tenant who has a financial set back, e.g., loss of a job, may apply to the Foundation for lower rent for a period of time. Each application is considered and the decision to grant an abatement is made by the Board.
2-Family House

Each two family house:

  • Is divided into two completely independent duplex units.

Each duplex unit has:

  • A living room and kitchen on the first level (Stove is Provided).
  • A bathroom and two or three bedrooms on the second level.
  • A basement
  • Central air conditioning
  • Gas water heater & gas furnace.
  • Washer and dryer hookups in the basement.
  • An outside entrance to the basement.
  • A dedicated driveway and parking space for one or two cars.

 

 

Organization

The Summit Civic Foundation

  • Is a private non-profit organization as described in Section 501 (c)(4) of the Internal Revenue Code and is exempt from Federal and State Income Taxes.
  • Pays real estate taxes to Summit on the Foundation property
  • Housing is served by Summit's Police and Fire Departments and by other City agencies.
  • Maintains an informal liaison with the Summit Housing Authority.
